[evla-sw-discuss] severity of alerts

fine in theory (and i agree that severity can change depending on who 
you are).  but in practice, each operator doesn't want to have to train 
Checker, i'd bet.  you might get around this by having a default 
operator.rc, but i just don't see alot of advantage in the full flexibility.
