I do not think "backup system" is a good name.  I suggest the name, 
borrowed from the VLBA of "utility module", which consists of a MIB
and not much else, to handle all these other little jobs that no 
other module wants.  Not clear if you want a second utility module in
the vertex room, or if it's cheaper to run the wires down to the one
in the pedestal room.  In any event, a utility module to connect to 
the generators and the CB UPS seems called for, unless you preserve 
the existing system in toto to deal with these functions.

For the really critical functions - fire alarm and critical power reset
are the only ones that come to mind - I suggest buying a Sensaphone.
This gets maximum independence of paths and equipment for a reasonable
price and no software cost.
