        The fix I made last July for CT tables in EOPS having
        dates all zero broke the case where the dates ar 0, 1,
        2, 3, 4.  Added a loop to check if all dates are zero
        before the main CT table read loop.
        Includes corrections for MSGWRT levels.
        Moved to 31DEC25 this date.
