        Change QEDIUTIL routines as used by SNEDT so that REPLOT
        is not required after RESTORE and REREAD options.
        Added adverb EXTIME to EDITA and EDITR.  The absolute value
        of EXTIME is the maximum allowed extension of any flag time.
        Values of EXTIME less than 0 extend any flag time by half
        the distance to the next time over all antennas.  Values
        greater than zero, extend flag times by half the distance
        to the next time for the particular antenna.  When doing
        all antennas or all antennas with one antenna (in EDITR)
        the extension uses the times of all antennas.  Some table
        files have values at different times (e.g. TY for VLBA) for
        some antennas so this distinction is relevant.  Updated
        HELP files EDITA, EDITR, EXTIME, SCIMG, SCMAP, HLPEDISS,
        HLPEDITS, and HLPEDISN.  Fixed typos in HLPEDICL and
        HLPEDITY.
        Moved nowhere.
