[daip] Issues installation AIPS: MAKE.BMNJ and FILAIP {External}

There seems to be an issue involving two separate computer accounts.  It
is as if one account has loaded the files and another is trying to run
them.
Unfortunately, I can't see this directly so you will need to do the
debugging.  What account are you and what does ls -l show for the CDVER
file and for $TST/$ARCH/LOAD/FILAIP.EXE ?
