Try aips tv=local.  The aips socket assignments conflict with other
program's assignments so you may be hitting one of them.  The tv=local
is all you need on a single-user environment and you cancan have up to
35 of them if you are crazy.  The local tv uses sockets in /tmp and so
cannot conflict with other things.
