Q1.  Any number > 1 will do.  People use user numbers to separate projects since the AIPS file system is so flat.
Q2.  If the command in your xterm (outside aips) "which ObitTalk" returns the path to your obit, then that is okay. 
The message AIPS 2: TEXT FOR BDFLIST UNAVAILABLE  comes from aips before it attempts to start the obit task.  What command generated this message?  Is it INP or INPUTS?   If so it is failing to find your help file area, suggesting that VERSION might be set or that your AIPS logicals are not proper.  Try INP INP.  That too should fail.
