Yes the CookBook is in error.  I am not aware of 2 rounds of BPASS being useful.  Usually one removes the delay first and then does a BPASS.  Full complex is better if you have good S/N but in a recent Q band data set I had to use BPASSP(1)=1 since the S/N was bad at the high frequency (on Cygnus A no less).  I tend to use Appendix C of the CookBook rather than the lengthy Chapter 9 which might have issues like the one you found.  Delay fitting does not use the amplitude so an amplitude only BP table would have no effect.
