[daip] [!15804]: AIPS - No Tsys file for VLA27 for BP241C observation

Hi daip people,

I have reassigned this to the VLBA observing department since it isn't 
really an AIPS ticket.  I have also assigned this to Meri Stanley since 
she produces these files.
