        NEW TASK: Reads the rotation measure transfer function
        from a text file as written by TARS.  It then convolves
        the RMTF with a model and writes out a text file in the
        TARS output format suitable for plotting.  Fixed the
        plotting of the lines at value 0.0 in TARPL.
        Moved nowhere.

        The previous fix (June 12) meant it could no longer function on
        old SY tables.  Fixed it to find the ANTENNA column in either
        new or old format.
