[daip] Install Wizard file not accessible anymore

the NRAO ftp site is located on our Lustre file system.  This system was 
undergoing an upgrade on Tuesday and Wednesday.  It is said to be
up and running now.  My computer has to be re-booted so I cannot confirm 
that yet.  The web site at least is working.
