[daip] bad EOPS URL in CLCOR and VLBAEOPS

Hi, Eric.  I am using 31DEC17.  When I saw the online help for 31DEC20
still showing the old URL, I figured I'd check in about it---though,
surely, someone else would have noticed by now if the code were wrong, too!

I'll be updating AIPS on a new machine and re-reducing the data soon, so
I'll be joining you on the current version before too long.  Sorry for the
false alarm.
