[daip] bad EOPS URL in CLCOR and VLBAEOPS

What version of AIPS are you looking at.  31DEC18, 31DEC19, and 31DEC20
all use the address you point me to in VLBAUTIL proc VLBAEOPS and some
of the documentation was updated.  I did just yesterday update the
explain section of the VLBAEOPS help file (which I had overlooked).  I
have run VLBAEOPS a lot on recent data sets and it works fine.
