        GETFQ did not close the file it opened on error.  Then APCAL
        did not test for the error and so went on, still not testing
        for error, and getting many LUN already opened messages.
        Added a close to GETFQ and several more error tests and exits
        to APCAL.  Fixed help to not encourage the use of FREQID=-1.
        Moved nowhere.
