The GSFC web site that is supposed to serve this file has been off line for months.  NRAO gets the file through a back channel so that wecan run our correlators correctly.  The file is available from"ftp://ftp.lbo.us/pub/staff/wbrisken/EOP" and VLBAEOPS can be runwith a local copy of the fileEric Greisen
