Their web site remains broken (for a long time now!).Go to the AIPS web page (www.aips.nrao.edu)  Thearticle on the top of the page will direct you to placeswhere you can download the file.  You need 31DEC18(or 31DEC19) to have the VLBAEOPS procedureto allow you to set your local copy of the file.CLCOR of course will let you do that in all aipsversions.Eric Greisen
