ACSCL is meant to correct for minor changes due to the use of the bandpass table.
This issue suggests that the BP table needs to be examined - use POSSM to
look at it.  Were the POSSM plots you produced done with DOBAND 1?
31DEC16 is quite old - 31DEC18 is now the official "obsolete" version.
