You need to change FDEFAULT.SH, LDOPTS.SH, and CCOPTS.SH to include 
gfortran and gcc - I am doing that for the distribution.  I attach the 
files which will download tomorrow with 31DEC18

These need the paths to your gfortran and gcc put in.

Put these in $SYSLOCAL with the edited paths, then

cd $TST/$ARCH/INSTALL
INSTEP2
INSTEP4
RUN FILAIP
6 2
RUN POPSGN
0 POPSDAT TST
<cr>

If all goes well.  My Mac did not have /usr/include so all gcc 
compilations failed.  To correct this I did

open a Terminal, and do

xcode-select --install


Then you'll have /usr/include. [this installs Apple's "command line tools"]
