I attempted a binary installation via network for 31DEC17. The failure seemed to be due to rsync being 
blocked. I tried the rsync test from the installation FAQ and the output was:

rsync: failed to connect to ftp.aoc.nrao.edu: Connection refused (111)
rsync error: error in socket IO (code 10) at clientserver.c(124) [receiver=3.0.6]

Does this require me to do a installation from source?
