Those phases do look terrible.  Phase wraps after VLBAPCOR aren't necessarily "bad" but this correction should remove any phase jumps between the IFs.  Is the frequency continuous between the IFs?  There probably nothing wrong with the version of AIPS you are running, I suspect there is something wrong with the values in the PC table.  The simple solution is to run VLBAMPCL which does a manual phase cal (using FRING) and that should fix things nicely.    Remember to remove the CL and SN tables made by VLBAPCOR with EXTD.
