I have tried FRPLT and then looked at the code.  It is based
on POSSM before POSSM got many of the 1000's of fixes it
required.  That's the bad news - it seems to decide on the number 
of times independent of the actual number of data points and
do something different with different ways of describing the 
time range.

I will take a look and see what I can do.  This is not a task that
gets a lot of usage but it would be good to clean it up.
