The author of MOMNT was attempting to suggest simple 
ways to compute a cutoff based on the smoothing and
an rms computed on the assumption that all pixels are
independent.  Subtleties such as the fact that the correct
area of a Hanning for noise is 8/3 rather than 2 are more
than compensated by the 1.5 to 4 part of the author's
equation.
