[daip] Error in INSTEP1 (XAS installation) for AIPS 31DEC16 : no aips tv will be available

The LOCALOPTS_LNX64 line specifies -c which means compile only so the 
link of xas.c does not happen.

I use LOCALOPTS_LNX64 = -O2 and that is all that seems required.
