In TYAPL, FLAGVER=0 (or -1) previously would not apply the flags, but instead copy them to
the output. My understanding from the HELP is that is still supposed to be the case.
But I now find the following behavior:

UVGET: doing no flagging this time
...
WARNING: NO FG TABLES ARE COPIED SINCE HIGHEST WAS APPLIED

(And indeed, no FG tables are copied).

I see there is a new adverb DOFLAG, but it appears it should only affect flagging of TY/SY/SN tables? 
DOFLAG is not described in the HELP file.
