That message says that a TVSERV process is running that thinks the Tv is busy.

Check ps -elf | grep TVS

to see what is running.  If you have killed a TV with a kill -9 (the X in the corner
sometimes does that) then the TVSERV and shared memory remain busy.  You must
exit with KLEENEX or hit the Esc key with the cursor in the XAS window etc.

If the TVSERV process is yours you can kill it.  Specifying a new TV number
aips tv=local:n will work too.
