Try PRTAB with INEXT='CL' and print the start of CL 1 and CL 3 to see
how many records they have.  There should be the same number.
Then print (use BPRINT, EPRINT) some records at the end of CL
3 to see if there are records for time > 1/07:00 and if there are
solutions or if they are blanked ('INDE').
