The first thing to do is to run e.g. UVPLT with BPARM=11,1 and with DOCAL 1
(and also DOCAL -1) to see if it also omits the last scan with docal true.

After that you need to look at the CL table with SNPLT.  Are there records for
the 12th scan, are they valid (not blanked), etc.?

Your inputs to CLCAL look okay, but something has gone wrong.  Does this last
target scan occur after all calibrator scans?
