Yes - someone installed AIPS or at least this computer's system files as 
root.  Out installation procedure tries to prevent any installation as 
root since no one should be root while running aips or even have root 
group permissions.  You can determine more by doing a cd one level up 
and then an ls -l.  Is everything owned by root?  I hope not since that 
will cause continuing headaches.

To fix this you need to find someone with root privilege and have that 
someone change ownership and group to a real group (e.g. aipsuser).
