The TD file is one of a number of files in the $DA00 area used to 
control various aspects of AIPS execution.  It appears that the account 
you are using does not have permission to access this file fully.
I do not know where you are running aips or what your setup is.
Here at the NRAO newcomers often have accounts that are not part of the 
aipsuser group and hence they lack privilege which we set up as a group 
thing.
