[daip] clarification of in-line help in UVCON

The in-line "inp" help for APARM(10) in UVCON says:

"Max blockage allowed 0=>1 no blockage"

while the help says:

"0=>1. Maximum possible blockage is 1 (the total blockage).  Therefore the 
default (1) allows any blockage."

These two are inconsistent, and it turns out that the help file is what is 
actually happening.  Please could the inline help be corrected so that it 
is clear that the default of 0 allows any blockage (not "no blockage")?
