I think I understand.  The computation of the Y reference pixel
assumed that one did 180 arc sec pixels rather than 210
which you used.  The

y = (coord(4)*60 + coord(5) + coord(6)/20) / 3

should have been / 3.5 in your case.  Do
cooref(2) =  -1290.6090088
