Have you tried 
"aips tv=local"
That might work when the internet connection gives trouble.

It is clear that you are not being allowed to use any of the internet
sockets that are supposed to be there.  I assume you edited
the services file.  Is it possible that you are using some other
program (not aips) that also uses those socket numbers.
Try a new set of socket numbers if you want - but the
tv=local is a better solution unless you are really running a
network of computers.
