You are right again - the scaling of data set 2 should take into
account not only the change in ref pixels of data set 2, but 
also any (slight) shift in ref frequency between 2 and the output
data set due to differences in the input ref frequencies.  Also
the decision on whether to scale data set 2 should be based
on the change of output frequency not simply on the change
of ref pixel.  These were both long-standing issues in DBCON,
not errors due to my recent "upgrade".
