So long as you start aips with tv=local you should not need the services 
file changes (usually in /etc)

I would put the sysctl.conf in /etc and re-booth the computer.  Then 
type "sysctl kern.sysv" and see if it says the values you expect. 
Adding the file to /var at the same time probably will not hurt but I 
would try one and then the other rather than both.  Then of course you 
need to try aips to see if the TV works with the numbers you put in.  If 
you have a really big screen, the shmmax may need to be bigger.

On modern Macs do NOT set the DISPLAY variable.  The bizarre setting you 
get by default actually works and nothing else will.
