Dear Keith,
Q1- Yes you should be using USUBA.
Q2- That error means that USUBA had trouble reading your file. Most likely there is a read status on your file that needs to be cleared. Try a CLRSTAT.
Q3- I doubt you can use VLBAPIPE, which is designed for more ordinary observations. So you should use the set of procedures in VLBAUTIL. This is a little more cumbersome, but if you are a newbie it would be good for you to see the steps. Appendix C in the AIPS cookbook gives a good summary. The basic steps are:
1) VLBATECR (correct ionosphere)
2) VLBAEOPS (correct earth orientation parameters)
3) VLBACALA (amplitude calibration)
4) VLBAPANG (correct paralactic angle -- if you are doing phase referencing)
^^^^^^^^ for above the order doesn't really matter ^^^^^^^^^
5) VLBAPCOR or VLBAMPCL (correct instrumental delay)
6) FRING (fringe fit, there are procedures for this, but your experiment is complicated enough that I think you should run FRING and CLCAL separately.
7) CLCAL (apply fringe fit to target)
