I gave TIORD a try. The program complains about the baseline ordering throughout each of my datasets (i.e., BASELINE < PREVIOUS BASELINE). Indeed, the header says the data have sort order 'TB', but they are not in fact ordered by baseline number. I fixed this by running UVSRT with SORT='TB'.

Following UVSRT, TIORD finds no errors, and the behavior of UVLIN is still the same.
