daip at nrao.edu is for the old package AIPS, not aips++ or CASA.

Furthermore, since the government shutdown, the NRAO FTP site is also
shut down.  Even I cannot get access into the ftp server.  You will have 
to be
patient (like the rest of the world) with the idiots in our congress.
