The weights are indeed the inverse square of the expected noise and should be in the same units as the visibilities.  Thus, after calibration they should by in 1/Jy^2.  JVLA data weights are a reflection solely of integration time initially and are not calibrated with DOCAL=1.  After TYAPL or REWAY are run on the data, the weights then become as desired (1/sigma^2) and will be calibrated thereafter.
