The problem arose in obit - for a time Bill filled in the
RAobs from the apparent position when it was supposed to
be the epoch position.  I believe that that has been fixed,
but there was a period of time when it was wrong.  The pure
0 is handled as you would normally want and of course the
obs = epo case is probably what you want.  Note that now the
EVLA in on-the-fly actually uses pointing different than phase stopping 
positions and the VLBI correlator can correlate 100's of phase stopping
points in a single pointing - writing them out as separate sources in
separate data sets.
