New Staff Reply: Calibrating weights doesn't seem to work....

Weights of 1.0 are meaningless except as a measure
of integration time and they should be kept as that
measure.  JVLA data weights will have the cal applied
after they have been made meaningful by TYAPL or REWAY.
To change them before that will mess up those 2 tasks
and is not appropriate.

The "feature" you have noticed is deliberate and will remain.
