New Staff Reply: incorrect Observed RA, Dec in header

thanks - the file shows that BDFIn is writing
the pointing position of date while the pointing
position is supposed to be of epoch.  SPLIT trusts
what it is told.  It is nice to be told something -
too bad it is not right!
