New Staff Reply: incorrect Observed RA, Dec in header

Can you run PRTAB on the SU table for the UV data set
either imported from BDFIn or the one used to do SPLIT?
This will let us tell whether the issue is SPLIT or
BDFIn although the latter is suspect.  Set NDIG=6 and
print it to a text file that you can send me.

The 31DEC12 and 31DEC13 BDF2aIPS verbs are the same -
BDFIn does change with time.
