New Staff Reply: velocity conversion

Yes - the task lacked the initialization that CVEL
does when it uses antenna information.  I knew that
once but SETJY did not need it so I forgot.  I have 
added the antenna setup and will try it somewhere to
see what happens.  It should be in tomorrow's MNJ.
