New Staff Reply: velocity conversion

the best i can think of is to offer the option of specifying
which antenna you want to have the velocities with respect to
so I added the option 'VANT' to SETJY.  Can you try this to
see if it does what you need?  It should have arrived with
this morning's MNJ.
