New Staff Reply: velocity conversion

This is a relatively new option in SETJY which was
written to help a vast project (100s of sources at
fixed frequency) get some idea how that fixed frequency
translated in velocity.  It uses the time of the first
scan on each source to compute a velocity relative to
the center of the Earth in the requested coordinate system.
This is not the same as CVEL which works with the
position of the first antenna of the antenna pair.  So
the SETJY velocity is that of the array center (now center
of Earth) while OBSPREP probably sets the system for the
actaul center on the Plains of St Augustine.  CVEL will
do the correct thing...
