As you discovered, the compiler seems fine and it was POPSGN
that had an error.  I had not updated it for a change to allow nested
RUN files (I guess I forgot that the POPSDAT file is treated as a
RUN file).  That has been fixed in the code.  A MNJ would update
your version.
