I just studied the code for FITLD and UVLOD and they
in fact do not remove the all zero records.  They just
count and report them.  I think I will try to change
them to remove the fully flagged records.

You should have seen messages
 1300 FORMAT ('UVFDAT: flagged',I9,' valid spectra samples which',
     *   ' were pure 0')
 1301 FORMAT ('UVFDAT: flagged',F9.3,' percent valid samples',
     *   ' which were pure 0')
 1302 FORMAT ('UVFDAT: found',I11,' spectra samples already flagged')
 1303 FORMAT ('UVFDAT: found',F11.3,' percent samples already flagged')

from these formats.
