New Client Reply: INDXR and VLA gaincurves: discrepancy  between 31DEC11 & 31DEC12

The two versions seem to be using the same text file (with 2011 using
the the same TEXT/IONS/EVLA.GAINS which may have got replaced
since 2011).

Both versions of INDXR report calculating gain curves:
"with variation as function of antenna and band" in the messages,
but I see that 2012 INDXR says default is varying by frequency
as well, while 2011 INDXR says default is just varying by band.

So, this would suggest that the problem lies with the frequency-dependent
part of EVLA.GAINS, with the part used for a non-freq-dependent calculation being okay.
