New Ticket: INDXR ignores gaps > CPARM(1)

I have data which has 1 min of data on 3C286, then a 7-minute gap (no data whatsoever) and then another 1 min of 3C286 data.

INDXR seems to insist on making this one long, gappy scan, even when
CPARM(1) = 1.  This should have caused it to start  a new scan after the
7-min gap, but it didn't.   It seems to be ignoring CPARM(1) and using some
adaptive method even when CPARM(1) > 0.
