[daip] inconsistency in SETJY?

Hi Eric,

I think I found an inconsistency in SETJY.

Help file says APARM(2)=1  gets Perley-Butler 2010
When I run it with APARM(1); message file says it's 
Perley Butler 1999.2

Help file says APARM(2)=0 gets Perley-Butler 2013
When I run it this way; message file says it's Perley 
Butler 2010

At C band they seem to be the same ?but maybe not at 
other bands?
